PUCT Workshop - August 20, 2009 - #37339: Wind Gen Capacity in ERCOT

1. Identification of challenges to reliability (1.25 hours)

What are the key challenges to maintaining reliable service in a landscape with higher amounts of wind power than in the past? Will these challenges increase with additional wind generation on the system?

Panel:

  • John Dumas
  • Randa Stephenson
  • Marguerite Wagner
  • Johnny Johnson

2. Identification of reliability tools (1.75 hours)

Will additional tools or different ways of operating be needed to maintain reliability as the generation mix changes, both under the current zonal market design and the coming nodal market design? Can wind generators provide some of these tools? What other resources will be available to provide such tools?

Panel:

  • Dan Woodfin
  • Mark Bruce
  • Paul Wattles
  • Shmuel Oren

[view discussion of item 2] 58 minutes 26 seconds

3. Identification of incentives to implement such tools (1.75 hours)

Are different incentives appropriate for the tools that will be needed to maintain reliability? Are changes to market design or operation needed to provide such incentives? Should investment in conventional generation with specific characteristics be encouraged?

Panel:

  • Dan Jones
  • Marguerite Wagner
  • Walter Reid
  • Margie Phillips

[view discussion of item 3] 1 hours 55 minutes 2 seconds

4. Cost Allocation issues (0.75 hours)

If high levels of wind result in a need for additional reliability tools, should the costs associated with these tools be allocated to wind generators?

Panel:

  • Phillip Oldham
  • Kevin Gresham

[view discussion of item 4] 59 minutes 38 seconds
